Born in Ghazir in 1898, he’s the son of MP Georges Beik Zouein also known as «Lebanon’s lion».
He spent his primary, secondary and university education in France.
He’s the first Lebanese to have graduated as an agricultural engineer from the University of Montpellier in France, and he also studied mechanical engineering.
He was appointed director of the technical school in its first location – Sanayeh district.
Following the independence, he was appointed Director-General of the Ministry of Agriculture, and was worthy of the responsibility: under his mandate, he made the Directorate work with the farmers, and was the first to try to introduce mechanization into the agriculture field.
After his father’s death, he became an MP in the elections of 1953, 1957, 1964 and 1972, until death took him away.
He participated in the government, as minister, for several times.
He’s the fifth senior MP in the Parliament since the independence.
He died in 1985.

Some of what has been written about him:

1- A nobleman in a despicable world
Under this heading, Mr. Edward HONEIN wrote on February 21st, 1985, in the «Al Amal» newspaper, what follows:
Maurice ZOUEIN: I have known him as Director of the technical school, and as Director-General of the Ministry of Agriculture. Then, I have known him well after he inherited his father in the parliamentary elections and was appointed for several times as MP then as minister.
I knew Maurice ZOUEIN through Raymond EDDEH. Maurice ZOUEIN was not a partisan of the «Ketleh» party, but he inherited from George Beik his love for Emile EDDEH and his trust in that family, so he came to Raymond EDDEH whenever he wanted to consult or involve someone in his life.
Maurice ZOUEIN did not speak to impress; that is why he talked little and was classical. He learned management from the French and was inspired by their mode of governance and their way in making decisions.
They all say about Maurice ZOUEIN: He’s not afraid, he doesn’t lie, he doesn’t flatter, he doesn’t praise, and he doesn’t sow perfumes.
They have known him in the periods of resistance, he stood like lions, and in the periods of threatening, he did not care. Threatening and intimidation did not concern him.
As the writer Shebl Al- KHOURY said, if Maurice ZOUEIN knew how to show gentleness to people – and I am not saying praise them or cover them with roses -, the number of his electors would have doubled.
In the world of politics, I have known two men who do not lie: Raymond EDDEH and Maurice ZOUEIN.
Maurice ZOUEIN was tasteful in arts.
He was independent and courageous in taking decisions and stands. No powerful man would scare him, and no loss, regardless of its kind, would ever frighten him, except the loss of honor.
He was eager to gain personal contentment about himself, and did not ask for people’s contentment regarding him. It wasn’t because he did not care about people’s contentment, but because he believed that his satisfaction about himself was the outcome of people’s satisfaction.
HONEIN finishes by saying: Maurice ZOUEIN, you were a noble man in a despicable world.

2- A popular and official funeral:
Under this heading, the An-Nahar newspaper published on the 20/2/1985 what follows:
In an official and popular funeral, Lebanon mourned, yesterday, the deputy of Kesrwan- Al Ftouh, Senior MP in the Parliament and former minister, the late Maurice ZOUEIN.
The Patriarchal requiem - under the mandate of Patriarch Cardinal Mar Antonios Boutros Khreish - included the following:
The face that you are parting today accompanied its acrimonious owner that amassed knowledge, was ethically generous, patriotically and politically upright, and sacrificed himself for his people, as a servant, in the Parliament and the Ministry.
The requiem also stressed the academic status of the deceased.
The requiem extensively spoke about the deceased's father, the late George ZOUEIN, member of the old Mount Lebanon Governing Council, Deputy and Minister under the French mandate and the independence era.
The requiem also pointed to the deceased’s uncle, Bishop Louis ZOUEIN, who established the Mzar School, of which graduated numerous public and political figures.

3- After 10 years of his death, and under the title of “the fifth senior MP”:
The An-Nahar newspaper wrote on the 18/2/1995:
Maurice ZOUEIN, son of Georges ZOUEIN, dubbed the "Lion of Lebanon," became a deputy of Kesrwan after the death of his father, who was also a deputy in the sessions of 1925, 1927, 1947 and 1951.
His mandate started in the session of 1953 and was then renewed in 1964, 1972 and 1975; he was still an MP until yesterday - 17 February 1985.
His father was the senior MP since the beginning of the independence and until his death.
Maurice ZOUEIN was not, during his mandate, too talkative. That is why there are not lots of political stands in his parliamentary life that could be mentioned.
But he was the first Lebanese to graduate as an agricultural engineer, and was the Director-general of the Ministry of Agriculture after the independence. He was the first who tried to introduce mechanization into the agricultural field in Lebanon.
In 1959 he was appointed Minister of Information. In 1964 he was appointed Minister of Information and Tourism, and in 1972 he was appointed Minister of the post, telegraph and work.
He was, alike his father, a Lebanese who tried throughout the stages of his life to serve his country in every good way. It is true that he was not a smiling and praising person but he was close to the hearts of those who knew him and knew the fairness of his spirit.
Maurice ZOUEIN left us yesterday, in a day considered by the President of the Republic - Elias SARKIS – as a historic day for Lebanon.
I wish if the living veterans and young people would comprehend the moral, and consider making every day in our present lives a historic day in Lebanon’s life, so that our children would not curse us.
